O Rio é o estado mais quente do Brasil.
O superlativo é a forma comparativa máxima de um adjetivo. Aqui, o mais quente é a forma superlativa de calor.
Neste caso, indica que, de todos os estados do Brasil, o Rio é o mais quente.

She is the shortest girl in our class =
Ela é a menina mais baixa da nossa sala.
Aqui a forma superlativa de 'short' é 'shortest'. Short -> Shortest

Para formar o superlativo de um adjetivo, acrescentamos 'est' ao final do adjetivo.

She is the prettiest girl in the world =
Ela é a menina mais bonita do mundo.
Aqui a forma superlativa de 'pretty' é 'prettiest'.

The + adjective + est
Para fazer a forma superlativa, o 'y' final de 'pretty' se converte em 'I'.
Dica
He is intelligent = Ele é inteligente.
He is the most intelligent boy in the class = Ele é o menino mais inteligente da sala.
Para fazer a forma superlativa dos adjetivos longos, se acrescenta 'most' antes do adjetivo.
'Most intelligent' é a forma superlativa de 'intelligent'.

Intelligentest está incorreto.
'Ele é o funcionário mais jovem do nosso escritório. '
