In new draft guidelines published on Wednesday, China's agriculture ministry classified dogs as pets rather than livestock. "Along with the progress of human civilisation. . . dogs have been specialised to become companion animals, and are not considered to be livestock, " the ministry said. China has banned the breeding, trading and consumption of wildlife amid the coronavirus outbreak.
