The second day of the Delhi Assembly on Friday witnessed a ruckus after BJP MLAs asked the Delhi government to release funds to the MCDs according to the recommendations of the fourth Delhi Finance Commission (DFC).
There were heated exchanges between MLAs of the ruling Aam Aadmi Party and BJP members.
On the request of Leader of Opposition Vijender Gupta and BJP MLA Jagadish Pradhan, Speaker Ram Niwas Goel has called a special session of the Assembly on January 3 for the government to present a report on the DFC.
"The government must immediately release funds to local bodies for payment of pending salaries and arrears as well as other development works, " Gupta said.
The Assembly also passed the Delhi Goods and Services Tax (Amendment) Bill, 2018 tabled by Deputy Chief Minister Manish Sisodia on Thursday.
Sisodia also introduced the Contingency Fund of the National Capital Territory of Delhi (amendment) Bill, 2018.
The Assembly gave its nod for increasing the funds from the existing Rs 10 crore to Rs 100 crore.
Noisy scenes were witnessed after the leader of Opposition demanded the government immediately sanction the Delhi - Gaziabad - Meerut corridor of Regional Rapid Transit System (RRTS) "to save Delhi from severe congestion, air pollution and accidents".
Gupta wondered how the Delhi government with Rs 53, 000 crore budget could not have funds of Rs 1, 138 crore over a period of five years for the project.
He said the government would have to bear about Rs 227 crore per year as the Uttar Pradesh Government has already committed Rs 5, 600 crore as its contribution to building the RRTS.
BJP MLA Manjinder Singh Sirsa gave a notice to the Speaker warning of resignation from the Assembly if his demand for assistance to the victims of 1984 riots was not met in 60 days.
"There is no point in being a representative if I don't work for the welfare of the needy and helpless or if I don't empathise with the pain of 1984 victims, " he said.
"For the last two years I have been requesting the Chief Minister to extend support to victim - families of 1984 riots, " he said.
Sirsa is demanding freehold and ownership rights of the victims over their homes along with government jobs for a family member.
