it may rain tomorrow or it will be rain tomorrow ,can we use both ?

No, we cannot use both because in the second sentence "it will be rain tomorrow" the word rain should be in +ing form(i.e., raining) if it is "it will be raining tomorrow" then the both sentences are correct. But it is not in that way. So we can only use "it may rain tomorrow."
