Suggestions are not statements. When we report imperatives like suggestions, advice, requests, commands, wishes.. 'to' would be the connector and after 'to' main verb should be in base form. Ex :I suggested to I advised to I requested to. If it is reported as a statement that comes as connector and would will be the right answer.
