why do we use "has had"?for example: India has had a population policy for more than half a century.

hello madam Has had is used for the third person. for example: 1.Don't give the child anything now. He has had his lunch just now. Here it is implied that the child has finished his lunch and he should eat no more. One more example can be: 2. Father has had enough of all this nonsense. He can't take it any more. This means that the father will not tolerate any more nonsense.
