(1) first sentence is present form. (2) second sentence is past form. #My work is completed means my work is done now. #My work completed means my work had done.

My work is completed..is present simple passive. My work completed.. Is a wrong expression. I completed my work. (past simple_ active) My work was completed.( Past simple_passive).. Then these both are right. V1 and v2 forms.. Never take any helping verbs in the active. (present simple and past simple) I like ice cream. Ice cream is liked by me. I played football. Football was played by me.
