Does plural uncountable noun (eg. pair of shorts) take singular form of verb?

First of all, they are not uncountable nouns. Pair means two.. So it is counted. Coming to your question.. When there is a meaning of a pair, we should not use singular verb. Ex : Scissors, tongs, trousers, pants, spectacles.. Always take 'are'
