i can't able to decide whether "IN" or "AT" will be used in determining locations .... plz help!!!!

Use "in" to denote vast areas like cities and towns. Use "at" to denote specific places in vast areas. Ex : He lives in hyderabad. He lives at Amberpet in hyderabad.
