i'm so confused. 'were' use to they or 'did' use to they ?

"Did and were" both are used in simple past tense.When there is no verb in given sentence then we use 'were' and when there is a verb in given sentence then we use 'did'. Ex:- Were they farmers? Did they do it? In first sentence, there is no verb.So I used 'were'.In second one, there is a verb do, so I used 'did'.
