 With reference to space, at is used for small & less important places, villages & small towns; in is used for large places, countries & large towns; as, He lives at Rampur. He lives in Kolkata, Delhi, Mumbai, Madras. He lives at Panaji in Goa. I met him at Kurukshetra in Harayana.
