why we dont use does teacher instead of is teacher

We use both, it depends on given sentence that which type of this? In simple present tense, when there is a verb then we use does with he,she, it,singular subject and when there is not verb then we use is. Ex:- Is that teacher good? Does teacher beat badly any students?
