has your brother ever been to india? please anyone let me know why app is used "has" instead of have in above, which rule is used in that? i am confuse

It's a sentence of present perfect tense and we use has as a helping verb with any singular subject and your brother is a singular subject here.So it has used has as a helping verb. If here your brothers became instead of your brother then we would use have.

brother is 3rd person and singular so used "has"...

because "your" belongs to third person and has refer to third person.
