Because we use article a/an according to see the starting of any word with vowel(a,e,I,o,u) or consonants as well as seeing their pronunciation. Here the first letter of the word "European" is a vowel but its pronunciation is not like a vowel.So,we use article "a" with it. For ex:- an honest man, a bag.
