well, i couldn't understand question fully, though i will try to answer it. "will" is used when action is being done in the future. example- we will go home. हम घर जाएंगे going on- going on is simply used in present continuous tense what's going on. क्या चल रहा है

will go is future tense.....going on means it is happening
