small raised areas (small hairs) that appear on the skin because of cold, fear, or excitement..... in hindi we call it रोंगटे

A state of the skin caused by cold, fear, or excitement, in which small bumps appear on the surface as the hairs become erect; goose pimples.  It is a Condition of your skin when you are in a cold environment. You'll temporarily get little bumps on your skin. Sometimes your hair on your arms/legs etc will stand straight up as well.  It is a mechanism to protect your body for the cold. It can also occur while listening to very good music or in terrifying situations.
