No. Because when we use 'who' as our subject, it behaves as singular positive subject not like other interrogative pronouns. So we keep it simply as in your sentence. e.g. - Who knows that? Who did this? Who broke off the engagement?

Yes.... I think you right because when we become question sentence of past tense then we use "did" and verb's 1st form.
