evm hacking and preprogrammed evm

There is nothing like that... An EVM can't be hacked.. EVM has no connection to outer world such as internet, wi-fi or Bluetooth etc.. So it's impossible to hack it.. EVMs are preprogrammed for voting purpose not for anything else..
