"Cold shoulder" means deliberately ignore someone in an unfriendly way.. it is a phrase so don't think it cold or cool shoulders.

Cold shoulder means a deliberate act of disrespect. Ex..I thought she really liked me, but the next day she gave me the cold shoulder.
