I live at CHENNAI and I live in CHENNAI what is difference between this two??

I live in Chennai means mai chennai me rehta hu/rehti hu and I live at chennai means mai chennai ke upar rehta/rehti hu For eg. You can use (at) like keep it at the table and you can use (in) like I was in the car.
